Notice of Public Meeting
EPA Brownfield Cleanup Grant Application for Remediation of Mohawk Mine at Spring Creek, Frenchman Lake Recreation Area, Eastern Plumas County California
Feather River Land Trust is applying for a FY2025 US EPA Brownfield Cleanup Grant for the remediation of the Mohawk Mine (AKA Chilcoot-El Dorado-Mohawk Mine) at Spring Creek, at the intersection of Frenchman Eastshore Road and Plumas National Forest Road 24N88. The Mohawk Mine last operated in the 1930’s and has been abandoned since. Feather River Land Trust acquired the property containing the Mohawk Mine for eventual conveyance to the Plumas National Forest. The property contains springs, streams and meadows of great importance to the region and by remediating the Mohawk Mine, a possible source of contamination to the Feather Watershed will be remediated. Waste rock from the mine has been determined to present a potential risk of Acid Mine Drainage that could impact the waters of Spring Creek. A Public Meeting to solicit and accept public input, as well as review the proposed cleanup project and grant application, is scheduled to be held remotely via Zoom at 4:00 PM on November 12, 2024.
Anyone wishing to participate shall, as soon as reasonably possible prior to the meeting, provide notice to Shelton Douthit, Conservation Director at (530) 283-5758 extension 10, Monday-Friday 8:30AM to 4:30PM or by email at sdouthit@frlt.org. Those giving such notice will be provided a link to the meeting. At the start of the meeting, the Feather River Land Trust representative shall announce those persons participating remotely and the information will be recorded in the meeting minutes. Anyone from the public is invited and welcome to attend. In addition to the draft grant application, an Analysis of Brownfields Cleanup Alternatives (ABCA) will be available here for review and comment.
Feather River Land Trust will accept comments on the US EPA FY2025 Brownfield Cleanup Grant application and proposed cleanup project prior to the scheduled submittal of the grant application on November 14th, 2024 (17 days after date of notice). Comments should be submitted in writing to Shelton Douthit, Feather River Land Trust, PO Box 1826, Quincy, CA 95971 or via e‐mail at the address above.
Property Background
In 2021, FRLT purchased the beautiful and undeveloped 1,640-acre Spring Creek Ranch and is working to transfer ownership to the Plumas National Forest (PNF). This climate-resilient landscape is surrounded by national forest and adjacent to the Frenchman Recreation Area. It is part of an important wildlife corridor and home to lush wet meadows with meandering streams, conifer forests, fascinating rock formations, and multiple freshwater springs. PNF is securing funds to purchase the property from FRLT through the Land and Water Conservation Fund—a fund established and permanently funded by Congress with strong bipartisan support.
